Authorized body:

1) formulates and implements the state policy in the field of motor transport;

1-1) carries out coordination and methodological guidance of local executive bodies in the field of motor transport;

2) participates in the implementation of international cooperation in the field of road transport within its competence and represents the interests of the Republic of Kazakhstan in international organizations and foreign countries;

3) excluded by the Law of the Republic of Kazakhstan dated January 13, 2014 No. 159-V (effective ten calendar days after the date of its first official publication);

4) approves routes and timetables for regular intercity interregional automobile transportation of passengers and luggage in coordination with the local executive bodies of the relevant regions, cities of republican significance, the capital;

5) organizes regular international automobile transportation of passengers and luggage, coordinates the timetable for the routes of these shipments;

6) maintains a register of routes for regular international and intercity interregional automobile transportation of passengers and luggage;

7) excluded by the Law of the Republic of Kazakhstan dated 13.06.2013 No. 102-V (effective after ten calendar days after its first official publication).

8) organizes and monitors compliance with the requirements of the regulatory legal acts of the Republic of Kazakhstan defining the procedure for the operation of motor transport, except for the cases established by Article 19-4 of this Law;

9) ensures the interaction of the state with public associations and associations of legal entities in the form of associations (unions) in the field of motor transport;

10) approves the Rules for the admission of road carriers to carry out international road cargo transportation;

11) approves the Rules for the application of the international cargo vehicle weighing certificate in the territory of the Republic of Kazakhstan;

12) develops technical regulations in the field of motor transport;

13) approves the procedure for organizing the work of transport control posts;

13-1) approves the rules for organizing the operation of automated measuring stations;

13-2) approves the rules governing the operation of weighing stations for motor vehicles;

14) issues an international weighing certificate for cargo vehicles;

15) approves the Rules for the organization of special training courses for drivers of vehicles engaged in the transportation of dangerous goods;

16) excluded by the Law of the Republic of Kazakhstan dated December 29, 2014 No. 269-V (effective from 01.01.2015);

17) approves, in accordance with the established procedure, the methodology for calculating tariffs for the provision of passenger and baggage transportation services on regular routes.;

17-1) carries out work on the development of national standards for the provision of services to carriers, bus stations, bus stations and passenger service points;

17-2) considers draft standardization documents within the scope of its competence, and also makes proposals for the development, amendment, revision and cancellation of national, interstate standards, national classifiers of technical and economic information and recommendations on standardization to the authorized body in the field of standardization.;

21) maintains a register of individuals and legal entities who have submitted a notification of the commencement of activities for the manufacture and issuance of electronic cards for electronic (digital) tachographs;

22) maintains a national database on electronic (digital) tachographs;

23) approves the Rules for the provision of services for the transportation of persons with disabilities by road (invataxi);

23-1) develops state policy in the field of motor transport;

23-2) carries out international cooperation in the field of road transport;

23-3) approves, in coordination with the central authorized body for budget planning, the natural standards for providing officials of the authorized body exercising state control in the field of motor transport with uniforms (without shoulder straps).;

23-4) approves a standard contract for the organization of regular automobile transportation of passengers and luggage;

23-5) approves the permissible parameters of vehicles intended for movement on the highways of the Republic of Kazakhstan;

23-6) approves the rules for the organization of work and recreation for drivers, as well as the use of tachographs;

23-7) approves the rules for the transportation of dangerous goods by road;

23-8) approves the rules for the transportation of passengers and luggage by road;

23-9) approves the rules for the transportation of goods by road;

23-10) approves the rules of technical operation of motor vehicles;

23-11) approves the rules for the application of the licensing system of road transport in the Republic of Kazakhstan in international traffic;

23-12) approves the list of dangerous goods allowed for transportation by motor vehicles on the territory of the Republic of Kazakhstan;

23-13) approves technical regulations in the field of motor transport;

23-14) approves the procedure for organizing and carrying out transportation of bulky and heavy goods on the territory of the Republic of Kazakhstan;

23-15) defines the procedure for involving carriers in emergency response;

23-16) approves the rules for subsidizing losses of carriers related to socially significant passenger transportation at the expense of budgetary funds.;

23-17) excluded by the Law of the Republic of Kazakhstan dated 05.05.2017 No. 59-VI (effective after ten calendar days after the date of its first official publication);

23-18) approves the qualification requirements for licensed types (subspecies) of activities in the field of motor transport;

23-19) approves the rules for the organization and operation of the unified transport document management system;

23-20) approves the list of documents to be registered, recorded, processed and stored in the unified transport document management system;

23-21) maintains a register of automated measuring stations;

23-22) approves a standard contract for subsidizing losses of carriers related to socially significant passenger transportation at the expense of budgetary funds.;

24) exercise other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

This Law regulates the relations that arise between carriers, passengers, shippers, consignees, and other individuals and legal entities in the field of road transport.
